Thousands of garment workers yesterday returned to work in industrial
belts(শিল্প এলাকা) in Dhaka and elsewhere(অন্যত্র/) amid(মধ্যে) the nationwide(দেশজুড়ে) shutdown(লকডাউন), raising(বৃদ্ধি
পাওয়া)
fears(ভয়) of a rapid(দ্রুত) spread(ছড়িয়ে
পড়া) of the novel coronavirus.
The influx (আগমন)of workers, desperate (মরিয়া/
বেপরোয়া) to reach (পৌঁছাতে) the factories permitted (অনুমতি
দেওয়া হয়েছে) to resume(পুনরায় চালু করতে)
operation(কার্যক্রম), happened (ঘটেছিল/ সংঘটিত হয়েছিল)a day after Home Minister(স্বরাষ্ট্রমন্ত্রী) Asaduzzaman Khan said no one would be allowed(কাউকে অনুমতি দেওয়া হবে না) to enter (প্রবেশ করতে) the capital (রাজধানী)

In the absence(অভাবে) of public transport(গণ পরিবহণ ), they travelled by pickup vans and battery-run autorickshaws(ব্যাটারি চালিত অটো রিকসা), paying (দিয়ে/
পরিশোধ করে) two to three times(দুই থেকে তিন গুণ) the usual(স্বাভাবিক) fare(ভাড়া) to reach(পৌঁছাতে) their workplaces(কর্মস্থল).
Of the 7,602 garment factories across the country(দেশজুড়ে), 2,356 ran(run এর past form,
অর্থ- শুরু করছিল) operation(কার্যক্রম) yesterday. Of those(
এগুলোর মধ্যে), 443 are in Dhaka, 638
in Gazipur, 605 in Chattogram, 301 in Narayanganj, 80 in Mymensingh and 289 in
Khulna, said the Industrial Police(শিল্প
পুলিশ).
After a meeting with
garment factory owners(মালিক) on Tuesday, the home minister said garment
workers would not be allowed(অনুমতি দেওয়া হবে
না) to enter the capital from outside as (যেহেতু) apparel(পোশাক) factories would run(কার্যক্রম
পরিচালনা করা)
on a limited scale(সীমিত পরিসরে) with workers now staying in the city.
Contacted (যোগাযোগ করা হলে) yesterday, the minister said he was worried(চিন্তিত) to see garment workers returning to Dhaka.
"I don't know why the workers are coming back to Dhaka,"
he told The Daily Star.
"Garment owners yesterday [on Tuesday] assured (আশ্বস্ত করা/ নিশ্চয়তা দেওয়া) me that they would not ask any worker outside
Dhaka to join work. We will ask the owners why and how workers are coming to
Dhaka."
He further said(আরো বলেন) it was practically(বাস্তবিকভাবে) impossible to prevent(প্রতিরোধ করা) such(এ রকম) a huge number of people(এতো অধিক সংখ্যক মানুষ) from entering Dhaka.
"The workers may be (সম্ভবত) thinking that they will lose (লুজ-হারিয়ে ফেলা) their jobs… that's why(এ
কারণে) they are returning to
Dhaka," added the minister.
Health experts(স্বাস্থ্য
বিশেষজ্ঞরা) say the move(পদক্ষেপ) to reopen(পুনরায় চালু করা) factories, mostly(প্রধানত) garment units, will increase(ইনক্রিজ—বৃদ্ধি করা) the risk of wider(ব্যপক) transmission(সংক্রমন) of the virus unless (যদি
না) proper(যথাযথ) health safety(স্বাস্থ্য সুরক্ষা) measures(ব্যবস্থা/ পদক্ষেপ) and social distancing(সামাজিক দূরত্ব) are ensured(নিশ্চিত করা) at workplaces and on their way to and from
homes.
"This decision [to reopen factories] is not right. It will
put the people at a serious risk," Prof Muzaherul Huq, former(সাবেক) adviser(উপদেষ্টা) (Southeast Asia Region) of the World Health
Organisation, told The Daily Star recently(সম্প্রতি).
"This is a total(পুরাপুরি/
সম্পূর্ণ) violation(লঙ্ঘন) of the lockdown principle(নিয়ম) which means(নিয়মটি
হল) people stay at home and
maintain(বজায় রাখা) social distancing… this
would increase the rate of infections(আক্রান্তের
হার)…"
The expert (বিশেষজ্ঞরা) said the government might have made the
decision (make decision-সিদ্ধান্ত
নেওয়া। এখানে অর্থ সিদ্ধান্ত নিয়েছিল)considering(বিবেচনা করে) the economic(অর্থনৈতিক) aspects(দিক/
বিষয়বস্তু), but it should not
allow(অনুমতি দেয় না) factory owners to resume(পুনরায়
চালু করা) operation(কার্যক্রম) before(পূর্বে) formulation(তৈরি
বা গঠন) of a safety
guideline (সুরক্ষা নির্দেশিকা )for workers.
